Motiva Enterprises LLC, a joint venture between Shell Oil Company and Saudi Refining Inc., refines, distributes, and markets oil products in the eastern and southern United States. Headquartered in Houston, Texas, Motiva refines and markets gasoline more than 7,000 Shell-branded gasoline stations.
Company assets include three refineries with a combined capacity of 725,000 barrels per day and ownership interest in 46 refined product storage terminals with an aggregate storage capacity of approximately 19 million barrels.
Motiva Enterprises LLC is currently seeking a Maintenance Contractor Performance Specialist for its Convent, Louisiana location.
Responsibilities:
In this position, you will be responsible for providing Motiva single point of contact and oversight for all contractors on site, evaluate and enhance crafts skills (Company and Contract) through a curriculum based on the National Center for Construction Education and Research (NCCER) and serve as focal point for Maintenance Procedures and Training at the Motiva Convent Refinery.
Key Accountabilities: · Act as steward for maintaining an injury-free and environmental compliant work site. Assist Field Supervisors with investigating near misses, personnel first aids, unusual events, contractor evaluations and implement corrective actions · Convent site focal point for any contractor Health, Safety and Environmental (HS&E) issue including following up on injuries, verification that the contractor’s safety programs meet Convent’s requirements and is involved in the approval of new contractors · Oversight of all contractors working in the Motiva Convent facility · Owning the site orientation program for contractors working at Convent, including interfacing with GBRIA (Greater Baton Rouge Industrial Association) and the Baton Rouge Safety Council to address potential issues (CBT format, inclusion of new training material, changes in mandatory requirements) · Leading the Contractor HS&E Focal-Point Group, including auditing contractor HS&E programs and their performance related to these programs - assuring internal and external audit findings are resourced and addressed and hosting monthly Contractor Safety Forums · Working with the Global Centers of Excellence (GCOE) Group as the Convent interface for the contractor maintenance strategy (i.e., contractor leveraging and bundling) · Working with Contracts and Procurement (CP) Group in developing, implementing and monitoring performance base contracts · Supporting site contractor resource utilization and synergies and identify efficiency improvements, including base maintenance, projects, operations support, and major special projects · Assisting in analyzing all contractor costs and identifying opportunities for improvements · Auditing gate logs, time keeping and billing of contracts and contractors Assuring contractor selection process is consistent, reviewed, and enhanced based on learning's · Hosting quarterly business review meetings with key core contractors · Working closely with CP evaluating and implementing initiatives related to contractor Rolling Contractor Insurance Program (RCIP) and initiatives related to contractor productivity and cost effectiveness on both local and regional contracts · Developing strategies and associated work processes for managing key contractors. Assure that a consistent process is used for all contractors. Develop metrics, roles and responsibilities associated with the processes developed · Conducting risk ranking of all contractors before commencing work on site per SOP US Standard 140 · Lead site focal point for reviewing and assuring adherence with contracts involving 3rd parties (on-site and offsite) · Acting as Subject Matter Expert (SME) of Convent’s Contractor Management Process. Responsible for implementation of Downstream Standards related to contractors · Actively supporting Convent’s goal to become ISO 14001 certification and sustain this level of performance once certification is granted · Implementing process for assessing Crafts (Company and Contract) and applicable staff against relevant competency standards (NCCER) · Administration and some of the direct execution functions of the training and development of Crafts/Staff to demonstrate Maintenance and leadership competencies · Administering a curriculum based on the NCCER and National Commission for the Certification of Crane Operators (NCCCO) standards and implementing other identified maintenance-training initiatives · Being knowledgeable of Convent’s current Contractor training programs · Facilitating third party upgrade training on those modules relevant to Convent · Assisting in Crafts New Hire Process · Onboarding Maintenance personnel on competency standards and processes · Assisting Maintenance Supervisors in monitoring, analyzing, and appraising the ongoing effectiveness of Crafts/Staff training program · Ensuring the development of curriculums, courses, and materials to meet mandatory training, upgrade training and ongoing identified needs for Crafts/Staff employees · Verifying Training Documentation, training completions, and maintain official training files for Craft/Staff employees · Monitoring and reporting completion of Craft/Staff training metrics · Analyzing metrics and make suggestions for corrective actions · Focal Point/Subject Matter Expert of the Maintenance Procedure's Work Process · Working directly with Engineering Excellence Manager in support of Convent’s Standing Instruction 3.14 Process Safety Management Maintenance Procedures · Maintaining accurate and effective Maintenance Procedures as required by OSHA 1910, Manufacturing Americas Training and Procedures (MATPC) and the Convent Refinery · Working closely with the Reactive and Central Shop Maintenance, Reliability and the Special Projects organizations to ensure maintenance personnel are adequately trained on procedures
Requirements:
To be considered for this position, you must possess a high school diploma or equivalent and have approximately 10 or more years of experience in a manufacturing site environment with contractor management assignments. A college degree is preferred. You will have experience in developing management systems, work processes, and practices of large contractor workforce.
