Shell Downstream encompasses all the activities necessary to transform crude oil into petroleum products and petrochemicals, and deliver them around the world.
 
Our Downstream businesses refine, supply, trade and ship crude oil worldwide, and manufacture, transport and market fuels, lubricants, bitumen, LPG and bulk petrochemicals for domestic, transportation and industrial uses. Altogether, the organisation employs some 80,000 people.
 
The Rheinland Refinery is one of the four ‘super sites’ in Shell's Global Manufacturing organisation, has a 17 million per annum crude oil process capacity, and employs around 1500 people. The refinery is based at two locations, both of which are
highly complex, fully integrated oil-chemicals sites, with a ‘Hydrocracking-Aromatics’ configuration. The refinery in the southern location also operates a Lower Olefins unit and an Oil Gasification complex where Methanol is produced.
 
Our Quality, Health, Safety, Environment (QHSE) department is responsible for maintaining and developing the existing management system, coordinating internal auditing, incident and complaint management, the fire brigade, and all safety aspects according to German legislation. It also manages environmental issues, including HSE risk management and plant permits.
 
We’re currently looking to recruit an HSE Risk Assessor to join our team at the refinery.


Responsibilities:


As our HSE Risk Assessor, you’ll organise and conduct HSE risk assessments according to an agreed programme, and work on an ad-hoc basis for special risk assessments. Maintaining and auditing risk management process and procedures, you’ll develop and implement concepts for easy access and reduced user complexity of Health Risk Assessments (HRAs).
 
You’ll actively participate in the implementation of new risk management processes (e.g. the IT tool for HRA), and develop, organise and conduct necessary training modules for all relevant staff regarding HSE risk assessments.
 
We’ll also require you to upgrade existing risk assessments by taking the latest developments within Shell and legal requirements into account (e.g. linking HSE critical tasks/activities to new global HSE competencies).



Requirements:


Your interpersonal and communication skills will be first-class, as we’ll expect you to work towards increasing awareness of risk assessments tools (including Bowties, HRA, special risk assessments) and major hazards for our people at the Rhineland Refinery.

You’ll need to be able to communicate in German and have good knowledge of Shell and German risk assessment regulation, and the ability to work on a strategic basis in a highly complex environment. We’ll also require you to have the knowledge and expertise to:
  • Act as advisor for HSE risk assessment in Rhineland refinery and its implementation into operating practice
  • Develop implementation plan for HSE risk assessments together with all relevant parties (mainly operation)
  • Organise and conduct risk assessments according to agreed programme and on special request using dedicated software tools
  • Develop links to other relevant programmes / departments based on the application and outcome of the risk assessments
  • Deal with existing risk assessments to improve user-friendliness and reduce complexity
  • Organise and execute training sessions for other departments regarding major hazard awareness and HSE risk assessments
  • Deal with internal requests from operation and other departments regarding HSE risk assessment
  • Contribute to successful implementation of new risk management processes and tool.
