The Shell Group has pioneered the gas industry for more than 30 years and we’re now one of the largest equity producers of natural gas. Our Gas & Power business already stretches across 35 countries and, as the world searches for greener forms of energy, we expect demand for natural gas – the cleanest hydrocarbon – to double over the next two decades. Through the Pearl GTL (Gas-To-Liquids) project, Qatar Petroleum and Qatar Shell GTL Limited have joined forces to construct a world-scale GTL plant at Ras Laffan Industrial City, Qatar. This project will enable the country to use its vast gas reserves in an economically robust and environmentally positive way. The Pearl GTL project is a fully integrated project that encompasses a range of activities, from the reservoir to the marketing of new products. Gas from Qatar's North Field will be piped to the onshore gas processing plants at the rate of 1.6 billion cubic feet per day before being converted into GTL products. The project will produce 140,000 barrels per day of GTL products as well as significant quantities of associated condensate and liquefied petroleum gas. We’re currently looking to recruit a Contracts Engineer and Advisor to join our team in Doha. The successful candidate will have responsibility for the Contracting and Procurement for QSSC (Qatar Shell Service Company) but will also work closely with the QSGTL (Qatar Shell GTL Ltd.) Corporate Contracting Department.
Responsibilities:
As Contracts Engineer and Advisor, you’ll develop and implement contracts in accordance with our business planning and needs. Identifying improvement opportunities and savings delivered, you’ll ensure compliance with the Supply Chain Management process, procedures and business controls. We’ll expect you to adhere to QSSC’s business principles, and guarantee compliance with Contracting & Procurement procedures, local content and local legislation. Working on a range of complex high risk, high-value contracts, you’ll ensure that the best-value for money is obtained in terms of life-cycle costs. To maximise leverage opportunities, you’ll be required to expand your knowledge of e-Tools (e-Price, e-Contract, On Line Bidding) and also be responsible for managing yourself in accordance with our personnel policies and procedures. We’ll also expect you to perform the following tasks: - Analyse and understand business drivers, supply chains and market sectors
- Develop supply chain and contract strategies with the business
- Tender and negotiate contracts
- Invite and evaluate bids
- Clarify terms and conditions
- Award contracts
- Ensure services and goods are bought within Qatar as long as it’s possible to meet the price, quality and quantity within specified time periods (otherwise, you’ll order from worldwide sources)
- Ensure, where possible, that services and goods are obtained against the lowest ‘Total Cost of Ownership’
- Monitor the performance of contracts and contractors, and assess the effectiveness of contract/supply chain strategies
- Deliver contract management support to the contract holder
- Ensure requisitions are adequately detailed by clients to ensure proper purchase can occur
- Identify, develop and implement supply chain contract improvement opportunities
- Ensure activities are fully performed in accordance with QSSC guidelines
- Ensure full use of e-tools, CAS and SAP to enhance the Contracting & Procurement process
- Mentor junior Contracting & Procurement staff.
Requirements:
With at least four to five years’ Contracting & Procurement experience, you’ll have first-class written and spoken English skills and, ideally, some knowledge of Arabic. A self-starting team player with sound negotiation skills, we’ll also expect you to have good knowledge of oil field and gas plant equipment, services, goods and practices.
